Well, no, its not quite that easy. While its true that you can deploy the database files via "xcopy," the engine itself must first be installed. Sadly, that's not just a DLL, but is the client and the .NET runtime too. Now, on Licensing: the official stance is "SQL Server Express is free to use and redistribute. Please note that pre-release preview and beta software is for testing and evaluation purposes only, and should not be deployed for any other uses." [http://lab.msdn.microsoft.com/express/faq#sqlexpress] Tom Rizzo recently added this: "Express Edition also gives partners the ability to embed a database into their applications at no cost to the partner. The Express Edition is free and completely redistributable." [http://www.microsoft.com/sql/spotlight/expandsqlserver.asp] Infer from that what you like.
