There is certainly some ambigious terminology on that page. But I think that Microsoft will have a few things guiding their pricing strategy - despite what has already been said: Microsoft needs to the ISV market to :- a. Produce great software that sells Windows licenses. b. Use SQL Express so that when they have a well established product, it is easier to upsize to SQL inside SME's. It would make sense for Microsoft to allow ISV's to deploy SQL Express without any cost with the home that they'd get Workgroup/Standard/Enterprise sales down the track.
