    In that article they refer to the Travel Promotion Act making its way through congress as a way to improve the picture of America in the world. Never mind that that act comes with a $10 fee charged to every visa-exempted visitor to bolster this marketing budget. I.e. if you don't need a visa to enter the US for business or pleasure, you're getting charged $10 to support a marketing campaign so that more people like you come to the U.S. How backwards is that?
