    I realised my mistake, I had been overriding SavePageStateToPersistenceMedium & LoadPageStateFromPersistenceMedium to manually destroy ViewState because it wasn't clearing as I was hoping, that issue has been resolved and I had forgotten to take that code out, Dave's email reminded me

    Also ensure EnableViewstate="true" is set on the control, the user control, and the page.

    Ok. Try checking to see if the event handler delegate is actually attached as you think it should be.
    Also maybe try removing all these associated settings and then add them one by one.
    Sometimes the system gets confused if you have multiple lines trying to do the same thing.
    
    Do a rebuild too.
