    How about Visual Studio .NET (2003)?
    
    Database projects can use any of a number of connection types
    including various ODBC connections.
    
    I successfully used an earlier version of Visual Studio with Oracle
    for statement editing but can't remember how good it was with syntax
    highlighting. I do remember having some problem with manageing
    Oracle-only objects but if you only want to edit queries then VS 2003
    does come with a syntax engine for PL/SQL.
    
    If you already have an Oracle client installed then you get the
    "provider" and with Visual Studio installed it's not going to cost you
    much more than time to try it out.
